The 8th Pay Commission has started its crucial three-day meeting in South India today. The commission is meeting in Chennai on September 7 and 8, followed by a session in Puducherry on September 9 with employee and pensioner organizations. The main agenda includes the fitment factor, dearness allowance, and annual increment rates.
Annual Increment Demands Gain Momentum
The NC-JCM has proposed a 6 percent annual increment for central government employees. The All India Defence Employees Federation and the Federation of National Postal Organisations have also demanded a 6 percent hike. However, the All India New Pension Scheme Employee Federation has pushed for a 7 percent annual increment, the highest demand placed before the commission.
Fitment Factor Could Boost Level 8 Salaries
Under the 7th Pay Commission, Level 1 employees receive a minimum basic pay of Rs 18,000. At a 3 percent annual increment, the basic pay reaches Rs 23,500 after 10 years, a gain of just Rs 5,500. Level 8 employees currently draw a basic pay of Rs 47,600. If the 8th Pay Commission sets the fitment factor at 2.15, the Level 8 basic pay will jump to Rs 102,340.
Long-Term Salary Growth Scenarios
At a 3 percent annual increment, a Level 8 employee’s annual salary after the first year will be Rs 1,228,080. After 10 years at 3 percent increment, the annual salary will reach Rs 1,602,366. If the increment is set at 5 percent, the 10-year annual salary will rise to Rs 1,905,155. A 7 percent increment would push the 10-year annual salary to Rs 2,257,775, an increase of Rs 6 lakh over the 3 percent scenario.
HRA and Transfer Policies Under Review
The commission is also discussing HRA increases and posting and transfer policies for central employees. Employee organisations have been pushing for higher HRA rates. The commission is expected to submit its recommendations after completing consultations across multiple cities.
